I have a feeling more than one Eagles game could be moved to the prime time slot although the other networks may protest.

The 2006 NFL schedule will list start times for all Sunday games during the "flex" weeks as 1:00 p.m. ET, except for games played in the Mountain or Pacific Time zones, which will be listed at 4:05 p.m. ET or 4:15 p.m. ET.
CBS and FOX each get to protect a total of 5 games in the 7 weeks of flexible scheduling, but not more than one game in any week.

I do not believe that the networks would be able to protest, because this may have been an agrrement that was stipulated upon before the start of the season. I would need to try and find the details.
However, if you go to the Eagles website, on the teams schedule, the bottom half of the schedule has indicators that show that those games could be moved to 4:15 or 8:15.
I do expect that if the Eagles offense continues to perform the way they have so far, at least two of those late season games will be moved to prime time slots.

ED - If you read above - you'll see the other networks (FOX & CBS) had an opportunity to freeze 5 games each that couldn't be moved. I wouldn't put it past FOX to keep the Eagles/Skins & Eagles/Giants as two of the five considering the markets and viewership they'll get from those two particular games vs. any other on their schedule.
