Seeing as though the guy is 60% of the offense it seems to me that it's in both of their interests if he comes in late.

Contract talks between the Pittsburgh Steelers and running back LeVeon Bell are currently on hold according to Jeremy Fowler of ESPN.com.
"We're not intentionally ignoring that," said GM Kevin Colbert. "I anticipate us continuing that process once we get through the free agency period and maybe even through the draft." Colbert does not anticipate the team rescinding the franchise tag and remains optimistic that Bell will attend training camp in July. The deadline for reaching a long-term deal is July 16. Bell has confirmed that he is willing to play on the franchise tag ($14.5 million in 201 for a second straight season. It appears likely, however, that he will skip training camp like he did in 2017 and report just before the start of the regular season if the two sides do not come to a long-term agreement
