You have to wonder how we get here. You would think laws is laws but not so. Part of it starts with laziness or 'cost effectiveness'. I have personally seen border patrol NOT respond to picking up an illegal immigrant because nothing would happen. The guy would be identified through a stop but hadn't committed any crime (maybe he was riding in a car with others who were stopped). Border patrol knew that they would have to travel 100 miles to get the guy and that he would not be deported because he hadn't committed a crime, there would be a cost to sending him back to central America, and the other country wasn't going to take him back. Now this was ten years ago so things may be different but my guess is not so much.
The exact same thing happens with extradition. A guy with an arrest warrant for some minor crime is picked up. Our state contacts the other state to see if they will spend the funds to come get the guy and they say no so you let the guy go.
We have hundreds of thousands of law enforcement in the country and some of them figure out it isn't worth their effort so they don't enforce something
Wait until next year is a terrible philosophy
    Hope is not a strategy
    RIP

Two problems with the immigration scenario that hopefully will be fixed at some point in the near future.

      1. We are short appx 200 judges in the immigration courts.... That needs to be fixed To take care of the backlog and give incentive for your scenario to change.

      2. The Obama catch and release policy will end soon enough as more agents come on line and much more intensive vetting will take place.

On yeah another one is that the flow has slowed down and as we better protect and enforce that flow will (hopefully) keep declining.
