    The NFL owners will hold a virtual league meeting on May 28. The agenda includes consideration of seven rule-change proposals, including two from the Eagles.

    The Eagles initially proposed four rule changes, but withdrew two of them – one that had to do with blindside blocks, and another changing the length of the overtime period back to 15 minutes (it’s currently 10) and minimizing the benefit of the overtime coin toss.


    Providing an alternative to the onside kick that would allow a team that is trailing in the game another way of maintaining possession after scoring.
    Making permanent the expansion of automatic instant-replay reviews to include scoring plays and turnovers negated by a penalty, as well as any successful or unsuccessful extra-point or two-point conversion attempt.
    The Eagles’ onside-kick alternative would allow the trailing team to substitute one offensive play for the kickoff. The trailing team would get the ball at its 25-yard line in a fourth-and-15 situation. If it converts the first down, it would keep the ball.

    One NFL executive said the Eagles’ onside-kick alternative is expected to generate considerable discussion.

      I don't like it. You don't hand the football back to the team that just scored because it's the end of the game. That's bullshit.

        So if you don't make the 15 yards where does the other team get the ball--- where the play died? At their 25? At the 50?

          I don't like this either but if it goes through I think it will be rare to see it. It's an all or nothing gamble for sure. If you don;t make the first down you gave your opponent the ball at least inside the 40 maybe at the 25. If you're already behind and running out of time this is a death sentence.

            We give up 3rd and 15 at least once a game. This is the friekin stupidest rule that I've ever heard of. Putting a tired defense back on the field is ridiculous. On top of that it was the frieken Eagles who came up with the idea! What a BS rule.

            The team that was ahead now has to play prevent and we all know what happens then.

              The NFL already tweaked the proposed onside kick alternative rule to be voted on by owners next week, Kevin Patra of NFL.com reports.

              NFL Network's Tom Pelissero reported Friday that the updated language on the proposed rule change, which would allow teams to retain possession after a score by converting a fourth-and-15 play from its own 25-yard-line, takes out the requirement the team must be trailing to employ the maneuver.

              Here’s the updated language of the proposed rule change on an alternative to the onside kick – and it *doesn’t* specify that a team must be trailing to attempt it. Limit of two tries per game, but this would open up strategic options. NFL teams will discuss next Thursday.

              If the proposal passes, a team leading could attempt to play keep-away from an opponent by utilizing the fourth-and-15 option. It doesn't come without risk of giving the opponent the ball in scoring range.

              Wiping out the prerequisite that a team must be trailing to try to keep possession is the right move. Coaches should be allowed the freedom to take calculated risks. Onside kicks don't restrict usage to trailing teams. Neither should its substitute.

              The rule would still allow teams to continue to attempt onside kicks if they so choose.

                While a proposal for a fourth-and-15 onside kick alternative continues to be molded ahead of Thursday's virtual league meeting, both proposals to add a sky judge are being withdrawn, Tom Pelissero of NFL Network reported Wednesday afternoon.

                It is expected that the league will still test out an expanded booth-to-official communication system in the upcoming preseason, but no officiating personnel will be added for the 2020 regular season, Pelissero added.

                In terms of the proposals failing to move forward, questions linger in regard to how much power the added official should have, Pelissero reported, adding that the competition committee supports further analysis.

                Each proposal was put forward by the Baltimore Ravens and Los Angeles Chargers to amend Rule 19, Section 2

                The first was to add a "booth umpire" as an eighth game official to the officiating crew, while the second was to add a senior technology advisor to the referee to assist the officiating crew.

                Discussions to add a "sky judge" began before this offseason, gaining traction with the advent of the position with the short-lived Alliance of American Football in 2019.

                  I've been on board with an added official in the booth since day one. Call it sky judge or whatever but someone who has access to screens who can call down and tell the ref that they should review a play. I wouldn't advocate a person who can overrule the field refs.

                    I wonder if the 4th and 15 change would require the team to declare it before hand like the 2 point try or if it allows for a surprise element like an onside kick. That would add an interesting aspect to it. Imagine if the Eagles included Hurts and Ward in the backfield with the kicker, that could allow them a direct snap to either with a pass play downfield. It would also require the defense to keep some players near the line of scrimmage. This would be a major change in formation and would significantly alter the game.

                    As I’ve said before, I don’t like this proposal at all. I am a firm believer in the old adage “If it ain’t broke, don’t fix it!” The league has changed rules far too much in the past several years and they need to take a Laissez Faire approach moving forward. Trying to change rules to prevent lawsuits is not what sports is about. Change for improving player safety is one thing, change for the sake of change is another.

                        The fourth-and-15 alternative to the onside kick was not approved during Thursday's virtual meeting, Kevin Patra of NFL.com reports.

                        NFL Network's Tom Pelissero reported that ownership tabled the proposal for further discussion.

                        The proposal would have given teams an alternative to the onside kick in an effort to retain possession after a score. The rule would have provided coaches the option to attempt one untimed down to convert a fourth-and-15 from their own 25-yard-line. If the play failed, the opponent would have taken possession at the dead-ball spot.

                        The NFL has been looking at ways to improve the odds for a trailing team to retain possession late in games after the onside kick has been neutered in recent seasons due to rule changes that help make kickoffs safer.

                        Alas, owners decided it wasn't the time to make the drastic change by implementing the fourth-and-15 option. It's possible after further discussion that such a change could take place down the road.

                        Pelissero added there was no official vote on the proposal, but owners did take a show of hands during the virtual meeting, and it didn't have the support to pass at this time. Any proposal needs the approval of at least 24 of 32 owners to be employed.

                        Pelissero also reported that owners approved a report from the league's competition committee that included a plan to test in the preseason expanded booth-to-official communication with certain objective information.

                        Owners did make several other changes:

                        A bylaw change increased the number of players who could return for injured reserve from two to three per team.

                        Made permanent the expansion of automatic replay reviews to include scoring plays and turnovers negated by a foul, and any successful or unsuccessful point-after-try attempt.

                        Expanded defenseless player protection to a kickoff or punt returner who is in possession of the ball but who has not had time to avoid or ward off the impending contact of an opponent. "Another total BS rule!

                        Teams are prevented from manipulating the game clock by committing multiple dead-ball fouls while the clock is running. The rule will eliminate the ability for teams to drain clock while in punt formation with more than 5 minutes remaining on the game clock, which became more prevalent this past year.

                            I sort of like the idea of an alternative to the onside kick, since that was made virtually impossible last year. But can see sleeping on it another year too.

                            Sounds like they are going with a college-like halo rule. Can sort of see that.

                            Do like the manipulating the clock rule change.

                              I say that if you are too dumb to call for a fair catch you're fair game. Didn't it say something about he needs time to make a "foot move?" What if his football move results in a TD? I'm kind of OK with the halo. I think that you are punishing good coverage.
