It's still 8 as far as I know, and usually it's a couple days after the 53-man cut down. I see reports that some other teams have already started to announce their practice squad signings, so we should know within 24 hours I would guess.

They can carry 8, plus any exemptions such as international players.

IMO, they are just waiting for Paschal and Jordan to clear waivers. They were just released Sunday, so they are on the clock. Unlikely they'd get claimed, as most teams are good to go and are now deep into prep for week 1 games.
