I think it should be up to the union what these guys can or can't take. If the league wants to ban hard drugs fine, but PEDs and pot should be up to the players.

If it costs the league/owners sponsorship money, then no, it probably isn't just a player decision. I find the marijuana policy ridiculous (would rather they didn't test for it; just don't get caught/arrested for it), but it can still affect the bottom line.

Well I could see a problem if a player showed up stoned for work, but if he had some away from work I don't see how that bothers anybody.

If said player keeps it out of the press, then sure. The NFL is an entertainment business though and if fans in general (and in particular with their pocketbooks) frown on a league which tolerates public usage, that could end up with less income for everyone. They are very dependent on sponsors, so they want to be very careful to not make life harder for said sponsors. It's mostly a PR thing, not necessarily having a preference themselves.
If marijuana laws start getting relaxed in many more places, to the point there would not be much public/sponsor fallout from relaxing the rules, it would probably happen at that point.

They could at least raise the level they test for again. They did that in 2014, but it's still well below the level MLB tests for, and waaaaay below the level that WADA (Olympics) tests for. For most players, they test them once over the summer, and after that no tests during the year, so it's not a huge deal -- until you're caught at which point you get tested a lot more often. But yes, it almost seems designed to more ensure they catch a couple players a year (for appearances' sake) without doing much during the year.
